In Ohio, WTRF-TV reported that AT&T wireless customers were unable to dial 911. That's an emergency worthy of a 911 dial in itself... but I guess they couldn't call 911 to alert them that 911 didn't work.

If you ask me, there should be an "emergency button" hidden somewhere in the phones software application that will use every means possible to dial an emergency number. If 911 doesn't work it should call the local 911 number based on GPS. If the phone doesn't have a signal it should use the White Space (ahem Verizon's 700MHz signal) to connect for free and make the emergency call)

I'm pretty sure some phone models have this but I think using the White Space for emergency calls when otherwise unable to connect would be a pretty darn good idea.
